Navigating the Massachusetts education system—especially special education—can be complex and often overwhelming for families and school districts alike. CSP can provide clear, practical guidance grounded in both federal and Massachusetts law, helping clients understand their rights and responsibilities under statutes such as the Individuals with Disabilities Education Act and Massachusetts special education regulations (603 CMR 28.00). Our goal is to ensure that students receive appropriate educational services while helping schools maintain compliance and effective processes.
CSP represents families in matters involving Individualized Education Programs (IEPs), eligibility determinations, evaluations, and disputes over services or placements. This includes advocating for appropriate accommodations, specialized instruction, and, where necessary, out-of-district placements. We also assist parents in preparing for team meetings, reviewing school evaluations, and ensuring that proposed plans meet the legal standard of a “free appropriate public education” (FAPE).
For school districts, administrators, and educators, CSP provides proactive counsel on compliance, policy development, and dispute resolution. CSP helps navigate issues such as the discipline of students with disabilities, manifestation determinations, and procedural safeguards. Our approach emphasizes practical solutions that balance legal obligations with educational realities. When disputes cannot be resolved informally, we represent clients in mediations and hearings before the Massachusetts Bureau of Special Education Appeals, as well as in related administrative and court proceedings. CSP focuses on strategic advocacy and efficient resolution, always intending to achieve outcomes that support students’ educational needs and long-term success.
