About Paul Toner
​Paul Toner brings to his solo legal and consulting practice a rare combination of legal skill, executive leadership, and deep experience in education, labor, and public policy, legislative advocacy, government relations, and electoral politics. Over the course of his career, he has built a reputation as a thoughtful, solutions-oriented leader who excels at navigating complex legal, regulatory, and institutional challenges. His work has consistently focused on developing collaborative, innovative approaches to resolving legal and legislative issues—an approach he now brings directly to his clients in private practice.

Before establishing his legal and consulting practice, Attorney Toner was a teacher and held senior leadership roles at the highest levels of education policy and labor relations. He served as president of the 118,000-member Massachusetts Teachers Association and the Cambridge Teachers Association, where he worked closely with government officials, school districts, and community stakeholders to improve public education outcomes. He served as a Vice President of the Massachusetts AFL-CIO and has strong relationships with labor across the Commonwealth. He later served as Senior Director for National Policy, Partnerships, and the Northeast at Teach Plus, elevating teacher voice in policymaking at the local, state, and national levels.

Attorney Toner’s public service includes his election to the Cambridge City Council, where he served two terms from 2022 to 2026. While on the Council, he chaired the Economic Development and University Relations and Government Operations Committees, and co-chaired the Ordinance, Finance, Public Safety, and Charter Review Committees.
He has also been appointed to numerous boards and commissions, including the Massachusetts Board of Higher Education and the Education Commission of the States, the Group Insurance Commission, and the Blue Cross Blue Shield Massachusetts Board of Directors. He has advised gubernatorial administrations on education and labor policy.
Today, as President of Cambridge Strategic Partnerships, he provides advice legal services to individuals and organizations at the local, state and federal level. his professional experience has given him a sophisticated understanding of the needs of individuals and organizations, municipal and state law, regulatory systems, and governmental decision-making—insight that directly benefits his clients , particularly those navigating legislative, probate, real estate, permitting, licensing or other public processes and regulatory matters.
